Vibration through steering wheel

Hi All 

I have an issue I'm struggling to workout.. 

So at low speed 0-20mph I get a horrendously bad vibration coming through the steering wheel but it decreases above 20mph and disappears but returns when going back at low speed. I have checked the tyres and they look fine I have also checked all the steering linkage at that's fine. I today have changed the front wheel bearings and it hasn't made any difference what so ever.

Could it be the Diff ??

Please help shed some light on this issue I'm having .

Try checking the tyres (front and rear) for deformation

Usually chinese tyres are renowned for this

If you jack up the car on each corner in turn and rotate the wheel to see if it spins true and does not deflect at all
