Almera heated rear window fault

Hi, i'm new to this forum and have joined on behalf of my elderly father in law, who has a 2002 Almera Hatchback, and was wondering if anyone will be able to help with a problem on his car.

 

The heated rear window does not work, but when the button is pressed in (although it doesn't click) a definate drop in the engine revs takes place, meaning to me that an electrical load is taking place.

 

We've checked that there is definately no power at the window element so does that mean the relay could be faulty and where is it located?

 

Any help would be greatly appreciated,
